The decision to introduce a leap second in UTC is the responsibility of the
International Earth Rotation Service (IERS).

There's a good overview at http://tycho.usno.navy.mil/leapsec.html; the U.S.
Naval Observatory is the primary timekeeper in the United States - if you
live in that country you might want to use their NTP servers. Lots of links
