Define 'graceful restart'.

I've used (on Linux/Solaris) /etc/init.d/apache restart, which is
really nothing more than a stop/start, and purposely tried hitting
the server during this time. If you hit exactly right, I get an
error message which states:

    The connection was refused when attempting to contact <server>.

Granted, you have to hit the server exactly at the right time for
this to occur, and the time frame is quite small, 2 seconds or so,
before the server is actively listening for connections again.

Is there something I'm doing wrong which would eliminate even this 2
seconds of unavailability?
