Minimum svn client version

Hello guys,

I need a way to enforce my svn-users to use a specific (greater or equal)
version of their svn-client.

SVNMinClientVer 0.23

...would be nice (of course this shouldn't be set as default!).

For what i need that?

1) I don't want to support tons of users with old svn-versions and that's
   a good way to "educate" them :)
2) If there is an ugly bug in a svn-(client-)version...I could prevent users
   from using this version against my repository
3) Maybe there are some features in future-version (e.g. customizeable
   keywords) which I want my users to use
