Some of those are going to be deferred. The Chicago gang lost some
time to internal work, plus I'm away on cvs2svn stuff longer than
expected, due to it being more work than we thought :-).

Luckily, the 0.23 milestone was sort of designed for this. It has
three distinct groups of bugs:

   1. The "big" items, which were restartable checkouts and the 'item
      does not exist in HEAD' error. These we definitely wanted to
      get done now because they might have repercussions, which we
      want time to deal with.

   2. The svn:externals stuff.

   3. A few random bugs.

Item (1) is done, which was the most important thing. If some other
stuff must get deferred so we can still release the milestone, that's
not a crisis.
