I think this sounds reasonable... but are you aware that the
svn:externals feature isn't quite finished yet? It's being actively
worked on right now. Don't go changing your scm process in the next
week.

Nothing... it just dumps the svn:externals property like any other
property, and doesn't interpret it. Only libsvn_client interprets the
property.
