Checkout and externals

I just executed a checkout of an older version on a project that has
several externals.

svn co http://my.url.com/Project -r 117

This checked out version 117 of Project. However, project had an external
reference to http://my.url.com/SubProject and subversion checked out
version 118 (the latest) of SubProject.

Is this correct behavior? Known behavior?
