O.K., I committed this with some changes in revision 5878. The major
change is that I added a 'description' field to the projects that need
version info, to generate SVN_FILE_DESCRIPTION. I also changed things so
that svn.rc only gets added to the projects that need version info
(e.g., test programs don't use svn.rc any more).

BTW, I noticed that mod_dav_svn and libsvn_fs still put intermetiade
files in Releasd/mod_dav_svn and Release/libsvn_fs, respectively,
although the output dir is correct.
