Great news! But on the http://svn.debian.org home page, it says

   The HTTP/DAV interface has been temporarily disabled; there appear
   to be some locking problems in the implementation will block access
   to a repository.

...and indeed, the "http://" repository links don't work right now
(and "svn://" doesn't seem to be enabled either).

So as far as I can tell, this service doesn't actually exist!

Does anyone know what are these "locking problems"? We should help
them get this fixed, this is (or will be) a high visibility site :-).
