mod_dav_svn.so cannot load

Hi All

I am following the instructions Basic Apache Configuration for installing
subversion with Apache on Windows 2000.
I copied the mod_dav_svn.so to C:\Program Files\Apache Group\Apache2\modules
The problem is as soon as I specify
LoadModule dav_svn_module modules/mod_dav_svn.so
in the httpd.conf
I get "The requested operation has failed" on the Apache service monitor.
And hence I cannot start the Apache server at all.
To confirm this as soon as I comment the LoadModule directive for
"dav_svn_module" I can start the Apache server. I am using Apache 2.0.45.
Any help will be greatly appreciated.
