redhat8/9 rpm apache default configuration

how is installing and configuring the pre-made rhat packages intended
to be?

there is a conf directory, with http.conf in it.
there is a conf.d directory, with subversion.conf in it, and the
README says:

This directory holds Apache 2.0 module-specific configuration files;
any files in this directory which have the ".conf" extension will be
processed as Apache configuration files.

does this mean, i do not have to add lines to conf/httpd.conf to get
subversion running?
(cause if that is the "should" behaviour, it does not do it here ...)

and how is it intended to run ssl with the installed http.conf, do
you modify the /etc/init.d/httpd to make a httpsd?

the standard rhat9 http was installed before, and i did an rpm -Uvh.
