I did use the --recursive option, however I am no longer able to reproduce
this. Please ignore until I can provide detailed steps.

I was failing to use the proper format for the command. I either missed it
in the documentation or it is nt there. Should have been
file:///c:/path/to/repos/
[merge description sniped]
