Actually, that's what I did originally.

trying again...
both jar files are in:
  C:\IntelliJ-IDEA-3.0.1\plugins\svn4idea\lib

and I still get the error:
  Subversion integration requires svnup.jar from svnup.
in the VCS Support dialog.

???
