You can pass the -R switch to propogate svn:ignore recursively.

Dear People,

I just discovered that svn:ignore does not propagate recursively to
subdirectories, unlike CVS. It is very awkward to set properties
explicitly for subdirectories, especially since these are often
created automatically by programs and may change their name without
notice. Is there any possibility of a recursive option being added to
this command in the future?
