access-control scripts

I noticed a tantalizing reference in the manual, but could not find any more information on it.

Under the heading Chptr4->Tags->"Creating a simple tag" there is a reference to "access-control scripts". Do these exist? If they do, are they in the manual somewhere under a different name? If they are not in the manual, where do I look for more information on them.

Doing a search of the documentation, that was the only reference to it that I could find.
