SWIG-Java (once again)

I'm sure you've heard this many times (according to the mail archives
anyway), but I'm making good progress on the SWIG-Java bindings.

What I would like to request is commit access. I don't want to commit
anything yet, but would like to create a private branch, so I can share
my work with others, and get feedback and collaboration before
committing to trunk.

If I need to post a patch of what I have done so far (it is untested,
and merely a step in the right direction), I'd be happy to do so.
