This makes sense for so many reasons besides the ability to filter the
conversion (although thats a good one too).

For example, it is easier to transport a dumpfile between an old CVS
server and a new SVN server than moving all the CVS repository files over
(at least to users of SCP).

Also, it means one less thing to install (Python bindings) to convert to
SVN.

I'm definately +1 on this.
