Cannot set locale at install

Hi,
    I have been trying to install Subversion 0.21.0 using the command;

make clean && make && make install

on a SUSE Linux 8.0 2.4.18-4GB but keep getting the error

svnversion: error: cannot set the locale
make: *** [revision-install] Error 1

    As far as I understand from looking at previous postings to this list, this has something to do with a C library call that sets the locale language. Is this correct, and if it is what does this value need to be set at for a successful installation (if not the locale language)?
