Mod_dav_svn error

So,

I dl'ed Apache 2.0.45, because I wanted mod_ssl for Winnt 4.0, and I have to
compile that on my own. I updated my subversion repository to head as of
yesterday. I compiled everything, and put it on the system I'm expecting to
use as the http server. I put in the location block, and it started up
fine. However, when I go to access the repository via a browser, I get
back:

Expected version '1' of repository; found no version at all; is
`E:/Shares/SVN/repos/sbc' a valid repository path?

Since this is the repository that I have been using successfully via
ra_local, I'm wondering what the problem is with ra_dav.

Any pointers are greatly appreciated.
