Release 0.21 : RedHat 8 compiles fine

Just a data point: Subversion rev 5628 on RedHat 8 compiles and passes
all RA_LOCAL, RA_DAV, and RA_SVN tests fine. I think 7.3 does also but it
hung again (probably on the /dev/*random acesss) and I'm not at home to
unhang it. I'll try rebuilding 7.3 tonight.
