The TCP/IP-Stack also needs to generate random numbers. Some years
ago there were vulnerabilities to many OSs because those numbers were predictable. I think the solution was to switch to the entropy collected
by /dev/random.

Maybe your TCP-Stack (and therefore ping) was just waiting for entropy?
