Subversion RPMs for RedHat 9

I've done some preliminary (not thorough) testing and I can apparently
install Subversion RedHat 8.0 RPMs on RedHat 9 and have them work.

They do require the backwards compatable openssl library, however.

If anyone gives them a try on RedHat 9 and finds problems, please let me
know.

This is nice as this way I'll only have to maintain 2 RPM spec files for
the time being; one for RedHat 7.X, and one for RedHat 8.0/9.0.
