I had the exact same problem when attempting to upgrade to BDB 4.1.25
and Apache 2.1 HEAD on Thursday. I had used 4.1 in the past without
problems, but reverted to a patched 4.0.14 since it was recommended
not to use 4.1 at the time.

With 4.1.25 installed, I could not even create an empty repository
without getting BDB errors - much less use my existing repository.
Reverting to my old BDB, everything works again, although ViewCVS has
broken completely, and I'm not sure why. (My previous
ViewCVS-breakage question went unanswered so I guess nobody is working
on it these days...)
