To answer my own question:
The repository will be back up soon. db_archive reported that none of
the 415 log files could be removed (!); then db_recover basically
never terminated (12 hours and still going). Yuck.
We looked at the BDB ChangeLogs at sleepycat.com and it looks like
there have been quite a few changes since 4.0.14 which could be
related to these probelms. Mike Pilato is upgrading svn.collab.net to
4.1.25 right now; should be back up soon.
