svn_load_dirs and working copy

Hi,

I posted this as issue #1223 but the system wouldn't let me make an
attachment.

Anyway, attached is a patch to add a switch -wc to svn_load_dirs to make it
use an existing working copy rather than checking out a new one each time it
runs. This is useful if your working directories are large and checking out
it time- and space-consuming.

Please let me know if there is some other protocol for doing this.
