O'Reilly has noted that they prefer the use of emdashes over the
semicolon, which is starting to disappear from modern writing. (Also,
I was taught that a semicolon, when not used simply to separate two
clauses already muddied by commas, can be generally thought of as
shorthand for "comma-space-conjunction", and I didn't really feel that
the sentence worked as well using any of those conjunctions.)
