I apologize for not remembering the thread so well; I have a
(incorrect) memory that the thread just sort of petered out, and
didn't realize someone was going to start coding.

Yeah... keep in mind that many Subversion committers are *also* APR
committers. Like at least eight of us.
So maybe we should push this stuff into Subversion at first, and then
try to create a voting block to push down into APR. :-)
