It fixes a checksum compatibility problem that can lead to a client
segfault. Unfortunately, I think the issue is older repositories, not
older servers -- that is, the server could be running recent code, but
if the repository itself is old enough, there might still be a
problem.
Hard to say. It certainly wouldn't be a disaster not to include 5454;
we'd just have to make occasional responses on the list telling people
who encounter this problem that they need to get a HEAD client. So if
you won't have time to reroll in the near future, go ahead and release
0.20.1 as is. However, if waiting a couple of days would give you
enough time, I think that delay would be worth the benefit.
