It means exactly what it says.

When the authors finish with the chapters they're in the process of
re-writing now.

Hopefully before, since they need to be re-written prior to the
publishing of the book, which I believe is going to be about the same
time as the 1.0 release, since, ideally, it would be good for the
book to accurately reflect the current state of the software at that
time.
