Wait a minute. My testing of 0.20 isn't showing any problem setting
svn:externals or any other property on the WC root. Did someone say that
the change was 5407? If so then 0.20 isn't affected as I branched at
5403. I was putting the revision of the initial branch in the releases
but gstein went and changed all of the numbers in CHANGES to the release
branch revisions so I did the same for 0.20.

So anyway, if this is a 5407 problem then it ain't a 0.20 problem.
