It does ignore the config:
cat ~/bin/diff
#!/bin/bash
echo $0 $* > /tmp/foo.$$
olaf@smirnow:~/subversion/subversion> l /tmp/foo*
-rw-r--r-- 2 root root 12802 2003-03-19 23:41 /tmp/foo
