Just point a WebDAV client at the repository and start browsing. That will
give you the "view" part. The drag and drop part requires enabling the SVN
"autoversioning" support, but that requires a bit of heavy Subversion Fu. It
isn't really recommended for general usage right now.

So... while you can browse no problem with a WebDAV client, the changes
you're talking about will still require an SVN client.
