The dev mailing list is the frontmost filter for the issue tracker,
which would quickly become unwieldy without this filtering.

I outlined a method for patch management in this post, a couple of
weeks ago:

While I certainly don't mean to stifle discussion/debate about how
best to manage patches, I do think the method described there is a
good one.
