In an ideal world, some of svnserve's options would be scrapped (-r and
-R) in favor of a daemon mode config file; see issue 1143.

But I guess there's nothing wrong with documenting what's there.

A side note: it seems dumb to have a "man" subdirectory in
clients/cmdline for just one file.
