uppercase - lowercase rename on win-client

renaming files from uppercase to lowercase works in the repository,
but does not work on windows clients:

$ svn mv http://server/svn/rep/dir/FILE.txt
http://server/svn/rep/dir/file.txt
$ svn up
svn: Obstructed update
svn: failed to add file 'dir/file.txt': object of the same name
already exists

server: 0.18, client: 0.19, shell: cygwin bash, os: w2k.
