svnversion change in behaviour or broken?

I just have upgraded from 0.17.1 to 0.19 and I was used to run
svnversion on plain files without a problem. Now I cannot do that
anymore:

% svnversion BUGS
'BUGS' not versioned, and not exported
zsh: exit 1 svnversion BUGS
% svn st -u BUGS
             5307 BUGS
Head revision: 5307

Bug?
