Yes. (That's what I thought we had been using, actually.)

0.20 will be compatible with 0.19, and 0.19 with 0.18. But 0.20 won't
*necessarily* be compatible with 0.18.

I think that strikes a good balance between courtesy and compatibility
overhead in a pre-1.0 program. And I see that everyone and their
cousin has already +1'd this :-). I'll add a note to HACKING.
