Yeh, it can be left out. I'm indifferent on that one.

Just for the record though, if you look at

  http://svn.collab.net/repos/svn/trunk/CHANGES

you will see that 18.1, 17.1, and especially 16.1 fixed a lot more than
regressions. So there is *some* precedant for it.
