What if dist.sh just used the VERSION parameter to generate the version
tag (the "r1234" bit), and used the NAME parameter in the tarball name?
It's not as if anybody had been using NAME for anything else, and in
time we'll turn dist.sh upside-down anyway.

(Actually, it could just pull the version string from svn_version.h
later on.)
