0.19 tarball

Hey Michael Price!

It turns out that cmpilato's weird import bug is happening due to a
bug with readdir() on his Linux tmpfs (ramdisk). We're sure of this
now. That's also why nobody in the world was experiencing it but
cmpilato. :-)

That means that r5202 *should* go back into the 0.19.0 release branch.

Michael, can you merge it back in and reroll? I hope you're not too
far into the testing process. It's really important to have the
import scalability bug fixed in 0.19.0.
