CVS2SVN : Good Success

I just updated to 5219 and ran cvs2svn on a production CVS repository I'm
testing cvs2svn with. It ran a lot slower than previously but did a MUCH
better job! It picked up all the tags and branches, which it didn't do
before!

I'm not worried (yet) about the increased time because when I
actually do the conversion for real, of course, it will (hopefully) only
be a one-time deal.
