Actually, that's not so necessary. We have to stop breaking older
clients immediately -- that's the 0.19 priority. As to relaxing the
strictness of the XML checker in the client, it might make sense to
delay that a bit so that we can get Greg's proposed NE_XML_IGNORE change
into Neon, too. That would make things much cleaner in the client.
