This subset can be seriously smaller than the whole set of people.

Besides, while forcing everybody to recheckout may be acceptable,
reassigning the revision numbers is guaranteed to affect everyone
and introduce major havoc. Look at this list, at the issue tracker.
Suppose all revision numbers suddenly shift backwards by, say, 42.

I, for one, would be completely disoriented.
