the 'i know what i'm doing' argument should apply just as much to
the svn:ignore as to the add.

in other words, you or somebody else set svn:ignore for a reason,
and adding an ignored file is a contradiction.

saying "svn should let me add this ignored file" is like saying
"the shell should let me 'rm' this file that doesn't have its writable
bit set." sure it should, if you say --force. otherwise it's
user error.

(i realize that the consequences of an svn add are not the same as the
consequences of an rm... but still. if you're going to contradict
yourself, you should have to be explicit about it.)
