To clarify: the issue tracker milestones are *only* a way to try and
indicate when a fix might be found. It is *not* proscriptive... if somebody
wants to do the work sooner... great!

To some extent, the milestones really only reflect when the Chicago Gang
might have time to commit. Essentially, they are doing the scheduling for
the "issues@subversion" user (and/or assigning issues to themselves).

If somebody else wants to commit time, then please feel free to assign the
issue to yourself and to set the milestone for when you'll complete the
issue(s).
