Milestone 0.19 lightened to accommodate schedules

The CollabNet folks have been busy with some non-Subversion work
lately. I can't go into details on what we're doing, except to say
that those of you with access to high-quality telescopes might want to
be watching the surface of Mars at exactly 6:15am EST this coming
Thursday... Oh, but I've said too much already, please ignore that.

Anyway, the point is, we thought it would be better to keep the 0.19
release date (March 6th) and lighten its issue load, than delay the
release while retaining all its issues. Especially now that we have
parallel release management, it makes sense to keep the tarballs
rolling out regularly, since they always have bugfixes (even if not
the precise set of fixes we had planned on :-) ).

So I'll be shifting a bunch of issues forward, moving some 0.19 issues
into 0.20, some 0.20 to 0.21, and so on. Scalability is still the big
thing, imho, so basically 0.20's character will change to be more like
what was planned for 0.19.

Sorry for runaround. Sometimes stuff comes up; I'm sure y'all know
how it is.
