Yes, I'd check the proxy server logs. If you can't do that for whatever
reason, try the following:

If you are able to connect on port 81 without going through the proxy,
try that. The Subversion repository is also available on port 81.

i.e.: svn co http://svn.collab.net:81/repos/svn/trunk subversion

Otherwise, try https://svn.collab.net/...
