Installed latest win bin but still 'powered' by earlier version

Hi

I have just upgraded from 0.17.1 (r4503) to 0.18.0 (r4973). I will upgrade
to 0.18.1 when the binary becomes available.

Everything appears to have installed correctly, except:

1. svn and svnadmin frequently throw Dr Watsons when run, although they
still seem to do the work (specifically creating repositories). Not much in
the log that seems useful except a file not found message pointing to
C:/Documents and Settings/Administrator/Application Data/... - get's cut off
here but there is a Subversion folder at this location with the
config,README and servers files.

2. When I access my repository (configured with Apache so that
http://localhost/svn/repository accesses D:\Repository) the 'powered by
message' reports the earlier version (r4503.). I have manually deleted the
old repository at this location and recreated with the new version. I have
also tried, to no avail, creating the repository at a different location.

I have reinstalled several times (using the binary installer), have looked
really hard for any old versions or registry keys that might be causing
this, cleared the cache on my browser, etc.

I could really use some help!
