Sounds as if this could be solved by allowing to specify a repository
UUID along with the URL in the externals and give the user some way to
define a preferred way (in ~/.subversion/...?) to contact a given
repository given by UUID. You want both, the UUID and the URL in order
to have a default URL in case the user never saw that UUID before.
