the rcsparse we included

I'm a bit leery of including rcsparse.py in our distribution. The copy that
is in there is *already* out of date. The current CVS version of ViewCVS has
turned rcsparse into a package. The package has several modes that it can
use to speed things up.

If I move the rcsparse package onto my own SVN server, would it be
reasonable to use svn:externals to pick it up from there? Should we keep a
local copy and just resync every now and then? etc.
