Yep. Just as the administrator must ensure that PATH is set
appropriately for locally installed software, he must ensure that
PYTHONPATH is set appropriately. If an end-user is installing svn
personally, he must modify his own PATH and PYTHONPATH and possibly
other settings as well.

There is an issue about this where i provided a preliminary and
untested patch to configure.in for people who know what they're
doing and just want to use the python prefix rather than the
configured prefix for the svn build. I imagine it is no longer
the right way to go, since setup.py is deprecated. But something
similar probably ought to be implemented. I can't find the issue,
i'll look some more tomorrow, but hopefully someone will beat me
to it :).
